The Contact Network of Spam Authorities (CNSA)
The CNSA consists of national authorities in the EU involved in spam investigation: these number data protection authorities, IT and telecom authorities and a few consumer protection authorities.
While the National IT and Telecom Agency is the Danish contact point concerning the CNSA, they also consult the Danish Consumer Ombudsman. As the DCO is the competent enforcement authority in relation to EU spam rules (Directive 58/2002/EC), he also acts as the national contact point regarding cross-border spam in the EU and beyond, one of the international partners being the FTC in the USA.
In his capacity of national contact point, the DCO endorsed the CNSA cooperation procedure on cross-border spam investigation under EU auspices in December 2004.
The aim of the cooperation procedure is to strengthen collaboration between the national authorities in relation to cross-border spam cases. The cooperation procedure covers all types of spam illegal under national legislation in the partner countries.

London Action Plan (LAP)
The DCO endorsed ICPEN’s London Action Plan on Spam (LAP) in October 2004. The aim of the plan is to establish national contact points that can investigate cross-border spam and exchange knowledge and experience about enforcement, investigation and technical aspects of spam.
More than thirty countries worldwide, including the USA and China, have joined the LAP so far.
What makes LAP stand out is the involvement of the private sector. The fact that spam filter companies, security companies and domain administrators, inter alia, contribute opens up the possibility of a more integrated fight against spam.
